I have never used the heidoc.net downloads. I do not fully understand the U version. If the U versions really are different from the versions offered on the answers.microsoft site, I suspect those differences will be washed out by the time you add all Updates. The heidoc.net site seems recommended by Microsoft for versions not offered on the answers.microsoft site. The download links heidoc offers also come from Digital River.
Personally I would suggest downloading the English versions from the answers.microsoft site, but if you want downloads for versions other than English, then use the heidoc.net site. It also has a lot of helpful info. I believe this site is based in Cambodia. In summary I would say that both sites are 'legal'.
